Soon after wrapping up production works of Rajapattai, Suseenthiran announced in that he would shortly start his next venture featuring Vishnu. The film titled Veera Dheera Sooran was said to be an action film, to be made simultaneously in Tamil and Telugu. It was reported that director Pandiraj would write the film's dialogues. However the director opted to concentrate on other projects before starting the film and he subsequently began a different project with Vishnu and production work on Veera Dheera Sooran was postponed.
In early 2015, Suseenthiran agreed to solely write the script of the film and let Shankar Dayal direct the film, with Catherine Tresa signed on as the heroine. Saranya Ponvannan was cast as Vishnu's character's mother. The film began shoot from May 2015 under the title of Veera Dheera Sooran.
